IFRS17 도입에 따른 보험수리학의 변화는 그동안 수백년 동안의 변화와는 근본적으로 다른 패러다임의 변화이다. 보험부채의 평가와 손익인식과 관련된 이론은 그동안 우리가 공부했던 보험수리학의 이론과는 완전히 다른 내용을 제시하고 있다. 이와 같은 대변화는 이미 시행되고 있기 때문에 새로운 시대의 새로운 내용을 반영하기 위하여 그동안 국내외 최신이론을 소개하였던 본서의 개정 필요성이 너무나 절실하였는데 이제 그 요구에 부응하게 되었다. 지난 10년 동안 저자는 금융감독원의 IFRS17 도입위원회 위원장과 개인 자격으로는 유일하게 금융위원회의 보험자본건전성 선진화 추진단 위원으로 활동하면서 IFRS17의 주요내용과 변화, IFRS17 도입에 따른 국내 계리제도의 보완 및 개정작업, 새로운 지급여력제도의 제안 및 규정화에 직접적으로 깊게 관여하면서 IFRS17과 새로운 지급여력제도 관련 내용들을 처음부터 끝까지 연구하고 회의하고 토론할 기회가 주어졌다. 저자는 그동안 한국에 CFP 도입을 제안한 논문(2005)을 발표하였으며 새로운 지급여력제도 도입을 제안하는 논문(2015)도 발표하여 현재 시행중에 있다. 지난 15년 동안 저자는 단독으로, 또는 공저자로 또는 한양대학교 대학원생들과 공저자로 IFRS17 관련 국내논문의 90% 이상을 발표하였다. 이러한 발표 논문들과 위원회에서의 수많은 토론과 규정화 작업들이 IFRS17 내용을 담은 본서를 출간하는데 가장 중요한 기초가 되었다. IFRS17은 2023년에 처음 시행되는 제도이기 때문에 IFRS17 보험부채 시가평가와 손익인식을 설명하는 국내외 교재는 전무한 실정이다. 더구나 미국이 IFRS17을 채택하지 않았기 때문에 그동안 주로 참고하던 미국의 수험교재들도 IFRS17을 설명하고 있지 않다. IFRS17 부채평가와 손익인식과 관련된 내용의 최초 저술은 기존의 보험수리이론과 패러다임이 다르고 새로운 이론체계가 필요하기 때문에 참으로 대단한 창조성이 필요하다. IFRS17 관련 논문이나 교재는 그동안 저자가 발표한 논문들 외에는 찾을 수 없기 때문에 이론체계를 구현하기 위한 용어의 정의, 산식, 산식을 나타내는 기호들을 처음부터 끝까지 모두 저자가 창의적으로 만들어야 한다. 이러한 이론체계의 구현은 처음부터 끝까지 새롭게 창조하는 창의성이 필요한 상당히 어려운 작업이다. IFRS17 기준서, 우리나라 SAP, PAP(지급여력제도 회계), 국내 보험계리 관련 과거규정들과 변경된 현행규정들을 처음부터 끝까지 체계적으로 정리하고 이해하고 있어야 새로운 용어와 기호들을 일관성 있게 명확히 정의할 수 있기 때문에 IFRS17 관련 교재 작성은 상당한 수준의 지식과 창의성과 용기가 필요한 작업이다, 또한 높은 수준의 지식과 대담한 용기의 차원을 넘어서 보험부채 시가평가를 체계적으로 이해시키는 예시를 만드는 작업도 수많은 새로운 상품 관련 내용과 변화된 규정 들을 이해하고 있는 것을 전제로 알기 쉽고 논리적으로 예시를 전개하여야 하기 때문에 이 또한 상당히 어렵고 창의성이 필요한 작업이다. 본서에서 나타나는 새로운 기호들과 예시들은 저자의 창의성을 기초로 많은 시행착오를 경험하면서 나타난 결과들이다. 이렇게 새로운 이론체계의 구현을 위하여 새롭게 정의하는 용어, 기호들과 예시들이 향후 발전적인 차원에서 진화하길 기대한다. 이런 관점에서 본서는 IFRS17을 이론적으로 소개하고 설명하는 세계 최초의 교재이며 향후 IFRS17 관련 내용들을 학습하는데 좋은 안내서가 되길 기대한다. 저자들이 새로운 이론체계를 구현하기 위해 사용한 여러 가지 정의, 산식, 기호 등은 저자들이 다른 외부의 참고문헌 없이 독자적으로 처음 만든 창조물이기 때문에 관련 내용의 오류가 있다면 전적으로 저자들의 책임이다. 이번 개정판에서 나타난 주요 변화는 기존의 내용들에 대한 개정과 새로운 내용들의 추가로 나눌 수 있다. 기존의 내용들에 대한 개정의 가장 중요한 것은 6장에서 소개했던 순보식 책임준비금이 IFRS17 시대에는 더 이상 우리나라 책임준비금이 아니기 때문에 교재 전체에서 순보식 책임준비금이라는 용어를 전부 삭제하였고 관련 내용들을 수정하였다. 현재 우리나라에서 순보식 책임준비금은 해약환급금 계산의 기초자료인 계약자적립액이라는 용어로 대체되어서 해약환급금을 계산할 때만 사용된다. 과거에 순보식 책임준비금은 보험수리이론에서 가장 핵심적인 내용이었는데 이제는 해약환급금을 계산하는 용도로만 사용되기 때문에 보험수리이론에서 그 중요도는 아주 낮아졌다(해약환급금 계산용으로도 사용되지 않는 나라인 경우는 그 용도가 더 미미해졌다). IFRS17 시대에 핵심적인 내용은 계약자적립액(순보식 책임준비금)이 아니고 보험부채 시가평가이다. 이번 개정판에서 새로 추가되는 내용들은 다음과 같다. 첫째, 순보식 책임준비금을 계약자적립액으로 용어를 변경하면서 많은 부분을 수정하였다. 둘째, 국내에서 사용되는 다중탈퇴이론을 저자들이 체계화하여 7장에서 소개하였다. 그동안 국내 보험상품의 프라이싱을 이해하기 어려웠던 독자들에게 많은 도움이 될 것으로 판단된다. 더구나 이 다중탈퇴이론이 보험부채 시가평가에서 사용되기 때문에 IFRS17 보험부채평가를 설명하는데 필요하다. 셋째, 보험부채시가평가라는 11장을 신설하였다. 11장에서는 다중탈퇴이론을 이용하여 월별 유지자, 납입자, 사망자, 해지자를 구하는 산식들을 제시하였고, 금융공학이론을 이용하여 월별 할인율시나리오를 산출하는 구조를 설명하였다. 이를 기초로 금리확정형상품과 금리연동형상품의 보험부채를 시가평가하는 모형과 새로운 기호들을 체계적으로 제시하였으며 예시를 통하여 보험부채를 시가평가하는 과정을 자세히 설명하였다. 이 부분들이 저자들의 창의성이 최대로 필요했던 내용들이다. 넷째, 보험부채 변동분석과 손익인식이라는 12장을 신설하였다. 12장에서는 보험부채 시가평가를 위한 장래현금흐름을 모두 예시하기 위하여 3년만기 생사혼합보험을 이용하였으며, 부채의 시가평가와 변동분석을 통하여 보험부채의 변동과 손익인식을 연계시키면서 IFRS17 보험부채와 재무제표를 설명하였다. 12장을 설명하면서 이론체계를 구현하는 많은 용어들, 산식들과 기호들을 저자들이 새롭게 만들었다. 이번 개정판에서 순보식 책임준비금이라는 용어를 삭제하고 보험부채 시가평가를 소개하는 11장과 12장을 추가하였지만 향후 보완하고 추가할 내용이 많을 것으로 생각된다. 정호승 시인의 산문집을 읽다가 ‘막걸리를 먹으면서 와인 향을 그리워하지 마라’ 라는 제목의 산문이 현재의 보험수리학 교재나 보험수리학과 관련된 상황들을 잘 표현하고 있다는 생각이 들었다. 산문의 내용은 오늘보다 과거(와인 향)를 그리워하면 결국 오늘을 잃는다는 내용인데 최신보험수리학 4판을 보면 시대는 IFRS17로 완전히 바뀌었는데 교재의 많은 곳에서 순보식 책임준비금이 용어만 계약자적립액으로 바뀌어서 그대로 남아있다. 순보식 책임준비금(계약자적립액)은 과거에 너무 중요했고 너무 익숙하기 때문에 저자를 비롯한 많은 전문가들이 버리지 못하고 계약자적립액(과거 와인 향)에 자꾸 연연해 하고 있다고 생각한다. 현재의 보험수리학 4개정판 교재가 그런 상태에 있다고 생각된다. 최신보험수리학 교재도 다음 개정판에서 해약환급금 단순 계산 외에는 사용용도가 없는 계약자적립액은 6장에서 적절한 수준으로 소개하고 나머지 장에서는 과감하게 버릴 필요가 있다. 계약자적립액(순보식 책임준비금)은 이제 보험수리학의 근간이 아니다. 보험수리학의 강의나 출제에서도 이제 계약자적립액을 해약환급금 단순 산출용도 정도의 비중만 남겨 두고 과감히 버릴 필요가 있다. 버리고 난 빈자리에는 보험부채 시가평가와 관련된 내용들이 채워져야 한다. 보험부채 시가평가 이론과 이와 관련된 손익인식, 이에 기초한 수익성분석, 위험관리, 신지급여력제도 관련 내용들이 현시대의 보험수리학 핵심내용이어야 한다. 다음 개정판에서는 7장 이후에 등장하는 사용용도가 없어진 계약자적립액을 과감히 삭제하고 그 대신 보험부채 시가평가와 관련된 새로운 장들을 추가하려고 한다. 본 개정판을 발간하는데는 한양대학교 대학원 교수님들과 졸업생들의 많은 도움을 받았다. 우선 대학원의 최양호 교수, 심현우 교수, 장철 교수에게 동료 교수로서 많은 도움을 주신데 대하여 감사드린다. 또 저자들과 IFRS 도입단계 초기에 관련 논문들을 발표한 조석희 교수, 이윤구 부장, 박종현 부장, 오수연 부장, 오창영 실장, 이성호 박사, 이창욱 박사, 문성철 부장, 박수원 부장, 전용석 부장, 김규용 부장, 이재득 부장, 강명수 부장, 강범수 부장, 이성용 이사, 이행근 이사, 변재웅 박사, 김세중 박사, 정희문 박사, 박영준 박사에게 감사드린다. 또 IFRS 도입단계 중후기에 관련 논문들을 발표한 서유남 과장, 박규서 박사, 강원재 부장, 박종각 팀장, 백진욱 부장, 임현수 차장, 김성수 차장, 은재경 전무, 이현정 차장, 김수은 부장, 정종국 전무, 송상욱 박사, 최판균 박사, 김동국 박사, 김형조 차장, 이용승 과장, 박호균 과장께 감사드린다. 지난 15년 동안 이분들과 관련 논문들을 공동집필하면서 연구하였던 지식들이 본서의 출판에 중요한 밑거름이기 때문에 이분들에게 우선 감사를 전한다. 한양대학교 대학원과 업계에서 연구에 많은 도움을 준 오홍석 차장, 김정남 대표, 김형조 부장, 유인현 박사, 김지운 컨설턴트, 이은중 주임, 구본승 과장, 곽재구 과장, 김용권 부장, 이홍용 상무, 엄윤경 과장, 김자경 과장에게도 감사드린다. 지난 15년 넘게 매년 2회씩 신제도와 관련하여 많은 세미나를 한양대 대학원과 공동 개최한 생보선임계리사협의회 변인철 회장을 비롯한 많은 역대 선임계리사분들께도 진심으로 감사드린다. 개정판 관련하여 많은 자료제공와 교정을 도와주시고 저술작업을 격려해주신 강영구 이사장, 오승철 실장, 이종훈 상무, 이준섭 부원장, 유혁 대표, 안형준 감사, 김정철 감사, 박상래 위원, 채희성 상무, 목진영 실장, 정근환 이사, 박찬재 선임, 박규홍 대표, 김연수 회장, 유홍림 박사, 신동욱 박사, 이상일 위원에게도 감사드린다. 또 2015년 K-ICS를 논문으로 제안한 저자와 그 후 오랜 기간 동안(2015~2022) 함께 세미나를 개최하고, 함께 회의, 심의 및 토론을 진행하면서 감독규정을 만들어간 금융감독원의 박진해 국장과 이태기 실장을 비롯한 리스크제도실 관계자분들에게도 깊은 감사를 드린다. 마지막으로 까다로운 원고가 잘 마무리 될 수 있도록 노력해주신 박영사의 조성호 이사님, 김선민 이사님께 감사드린다. 2023. 8. 30. 저　자 Book review There is no registered book review.
